Coverage follows city and town lines rather than a circle drawn on a map. Inside the City of Charleston, that means homes on the peninsula and in West Ashley, plus James Island, Johns Island and Daniel Island addresses within city limits. Around the city sit Mount Pleasant, North Charleston, Hanahan, Goose Creek and Summerville, SC, and each one is a separate local government with its own building office.

Why do the borders matter so much? Your address decides which office issues the roofing permit, which local rules apply, and whether historic review comes into play at all. A house in North Charleston, SC, for example, goes through that city's permitting line rather than the City of Charleston Permit Center. The roofer who picks up your request should know which desk handles your street.

Some homes on James Island and Johns Island sit outside any town's limits. Those addresses fall under the county, so check with Charleston County Building Inspection Services about the permit before the old roof comes off.
